I was told by another user that Mac 3 has a feature to export to earlier versions. Windows 3 does not have this feature. So, for compatibility you want to have the same features/capabilities in both versions. 
The back-conversion function was added in the very last Mac Scriv 3 beta. So I wouldn’t expect it in Win Scriv 3 until very close to release.
