"Reopen projects that were open on quit" is not working correctly ??

I am only testing with one project.

I have Options-Startup: "Reopen projects that were open on quit" checked.

1: I dbl-click the scrivener desktop shortcut and the templates dialog is opened, NOT the closed project.

2: I have a link on the desktop to the file i use for daily notes.
I dbl-click it and the project opens.

I then dbl-click the scrivener desktop shortcut, expecting the templates dialog to display.
Nothing happens. I assume this is because the project is already open.

3: I dbl-click a different scrivx file, the project opens.

4; Clicking File New displays the templates dialog.

I expect:
A: dbl-clicking the Scrivener desktop shortcut should open the previously closed project.

B: I think, if the previous project(s) are already open, dbl-clicking the Scrivener shortcut should open the templates dialog.
