Installed the Beta in a separate folder (Scrivener-Beta)
Went to open my novel project, got this error. (see screengrab)
After about 30 seconds my novel project did open.
It seemed the same, but can't be sure.
should I go back to working in my non-beta Scrivener?

The message indicates there's some invalid XML in the project notes index file. This isn't likely to be especially dangerous to the project, as this is just an index file of your project notes (which prior to the beta only included the one General project note); the note text itself is a separate RTF file.
If you're still getting that error, could you navigate into the project's folder down to Files/Project Notes and copy out the "index.xml" file there? (If you're not getting it any longer, the XML file has probably already been overwritten, so you'd need to copy the file from an older backup.) Taking a look at that directly should help pinpoint the problem and get it fixed.

Yes, I'm still getting the same error.
in the Files/Project Notes folder the file (dated 10/29/13) reads:
<?xml version="1.0" encoding="UTF-8" ?>
- <ProjectNotes Version="1.0">
- <Note ID="10">
<Title>General</Title>
</Note>
</ProjectNotes>
