Scrivener for iOS is sold in Apple's App Store in all countries where Apple handles the tax accounting. I'm sorry, but we are unable to sell Scrivener for iOS in the Israeli App Store because Apple doesn't handle the local tax accounting in that region and we don't have the resources to do the necessary accounting ourselves. We can’t currently sell into countries where there might be a tax problem for us. I'm afraid that Scrivener for iOS can be distributed only through the iOS App Store, like other iOS applications, so we have no way of distributing it by other means. I'm sorry for the disappointment.

Thank you for your interest in Scrivener.

There is even an app called Scrivo Pro that charges money and all it does is somehow sync to your scrivener

As a workaround, why not sign into a different App Store – USA or UK, for example – and buy from there? Clunky, but it should work, AFAIK.
