I notice it's pretty easy to change the look of Project Notes, color, lines and such...

... but despite looking in preferences and the manual, I can't find any way of changing the color, fonts, look of the scratch pad. The color especially is a little, well... drab, and since it's the only part of Scrivener that can float over everything all the time (and is always visible), and I would love to know if the scratch pad has the flexibility of the other Scrivener notepads to make it more appealing looking, and if so how?

I haven't got the time to check the specifics now, but I believe it uses the editor notes background colour, if I recall correctly.
