How expand outline?

Everytime I want to check something in outline view, the outline is collapsed and I have to manually expand every single item, which is, frankly, beginning to drive me nuts. How can the outline set to be expanded by default?

I don't know how to set the default view for outlines in Scrivener, but there are keyboard shortcuts to expand or collapse all items (Command-0 and Command-9).

You can also right-click on the toolbar and customize the buttons. I like using the expand all/collapse all buttons, myself.

This should be addressed in 2.0, but until then, yes, Expand All and Collapse All are the way to go (and Option-clicking on triangles opens or collapses all children).
