I'm trying to change my cursor color and blinking options. I know it's somewhere in the preferences but I'm just not seeing it. can someone point me in the right direction?

Blinking is set in Preferences > Editing > Options.
Insertion point colour in Preferences > Appearance > Textual Marks > Colours.

A search feature for the Scrivener preferences would not be a luxury.
Doing a PhD on Hegel, using Scrivener. ‘Es geht vernünftig zu.’

Able to change cursor color in 11.0.1. But…

The cursor is not persistent. As I closely watch this behavior (as watching a cursor is a wonderful diversion from writing) it appears that said cursor blinks off with each alternate keystroke. Often, at the end of a sentence, the display is left without a cursor. Not good.
