Scrivener 3.1.2 on Mac OS

I create links out to webpages using the cmd K keyboard shortcut. My document is in Palatino, and I am compiling out to HTML. After the compile the links are converted to something like this in the HTML document:

http://%3Ca%20href=%E2%80%9C….. and so on, and of course don’t work.

Thank you for any help,
David

Hello, David.

Simple test project attached (from Scrivener 3.1.3), which compiles correctly. Same for you? If yes, can you identify what is different between this project and yours?
