Resizing placed PDFs

I like to use OmniGraffle to produce diagrams for my academic journals articles. I prefer to export to PDF (for later sending to the journal publisher). I export only the diagram, not the full canvas.

I see how to easily resize images (jpg, png, etc.) that I place in Scrivener -- for my viewing while I'm working on a document. But I don't see that I can resize PDFs (diagrams in this case) placed in a document. Or during the compile? I basically only compile to PDF while the paper is in process. At the final stage I compile to Word so I can generate the references (using Bookends, which I have used to place the citations into the Scrivener documents).

Of course, I could export a jpg from OmniGraffle to use while I'm working on the paper and to print the submission, and submit the PDF files separately to the publisher, which I would have to do anyway. But I don't want the clutter. I'd rather just have a set of PDFs.

I hope this makes sense. Basically: is there a way to resize PDFs placed in a Scrivener document, both while I am working on it and (or) during compile?

No, only images can be resized.
