I would try disabling the external folder entirely, closing Scrivener, then reopening and reenabling with a new external folder.

Do you still have access to the old Mac? If so, the first thing I would try would be to take iCloud out of the equation. Use a USB stick or other removable media to transfer from the old computer to the new one.

The Title you see in the Outline *is* the Title of the associated document. You can use the View -> Text Editing -> Show Titles in Scrivenings command to make it visible in the Editor if you want. Unless there's a secret feature available, It seems my best bet is to copy and paste the content of the entire outline (including titles) into an external word processing document; format it back into an outline, then cut and paste each section into individual Scrivener chapter documents. What DrMajorBob said. Using the split command is no more difficult than inserting a delimiter, so why not just go ahead and split?

There is an Import and Split command, for use with documents created in other programs, but it won't affect documents already in the Binder.

You probably need to unzip the backup file before attempting to open it in Scrivener.

If OneDrive is refusing to give you access to a project stored there, that would be a question for OneDrive support.

I'm a little surprised that Mac OS didn't move the entire .scriv folder as a complete unit. But in any case, the first thing I would try is to create a new project and use the File -> Import -> Scrivener Project command. If that doesn't work, try importing the Data folder that you've found. Having the Dropbox client on the iOS device can be useful for troubleshooting purposes: it can confirm that the device successfully connects to the Dropbox server and transfers data. But it's completely irrelevant to the operation of Scrivener's synchronization functions.

The Scrivener editor is language-agnostic. Text is text, no matter what language you use. As you are fluent in English, you may prefer to use the English interface, since that will match the documentation and will not be subject to inconsistencies that can occur with the translated interfaces. If you haven't already, I'd recommend taking a look at our Interactive Tutorial, available from the Help menu. It's a good overview of how the Outliner interacts with the Editor.
