On how you set your footnotes and comments as "clickable tooltips" -- there's a setting at Scrivener Preferences > Editing > Options > Footnotes & Comments > Open comments in Inspector if possible . You've likely disabled that option. See, Popup Notes , at Sec.18.3.5 in the manual. Wit...

Maybe the setting that will meet your needs -- Scrivener Preferences > Appearance > Scrivenings > Options > Scrivenings Separator > at the Normal and/or Scriptwriting dropdown menu, choose Corners . An excerpt from Sec. B.5.13, Scrivenings , in the manual: Scrivenings Separators.png

A 4th gen iPad doesn’t meet the requirements for iPadOS 13. The cutoff is at the 5th gen.

FWIW, an iPad mini at 9.3.5 works Scrivener reasonably well.

Try pressing and holding the *command* key while selecting the relevant chapter folders––1, 2, 3, 4, etc. If I'm understanding you, this multiple selection might produce the view you desire.
