I like SarsenLintel's suggestion of trying Office365. Microsoft seems to have given up on offering its Office products separately, but a year of 365 is about half the price of the full Office suite. Depending on how much work you'll be doing for them, it might be worth paying for a few months of 365...

I've also been with Dreamhost for years, though that's partly because they let you have as many different websites as you want on a single account. If I understand what you're wanting to do, I think the easiest way would be to break your document into multiple documents (by paragraph or section—whichever works best for you). Then you'll have an index card for each "chunk." When you're finished rearranging things, you can either merge ...

Before I switched to OS X and fell in love with Aeon Timeline, I was using The Timeline Project. It's pretty basic, but relatively flexible, and free.
