I’d concur - let your reference management software be the canonical location for a text, and link all your PDFs and notes from there. It will pay off in the long term.

If you look at the release notes for 13.3.1 it's just a bunch of small specific bug fixes, nothing that suggests it would fix this issue.

How old is your iPad? Mine is from 2017 and syncs fine with iOS 13. My iPhone is a current model and doesn’t sync one project. If you’re not using a brand new device with OS 13 you should be fine.

It looks great on my 11 pro max, but not all projects sync, including those that did so just fine on iphone 7. This is a known issue but proving to be very hard to isolate and fix.
