I can confirm the behaviour mentioned by the OP, rw. New or edited entries do not take effect until quitting and restarting Scrivener. Possibly, jje, you got 'thoery' corrected to 'theory' because you had selected "correct spelling errors as you type" and the normal spell checker activity ...

While setting up and outlining a new project, I used the corkboard view to jot notes on the index cards. It seemed a good idea to me to use coloured font or a highlighter to note places where I could add future upgrades. These same notes are of course in the Inspector synopsis. It appears impossible...

adjusting size of the footer toolbar / panel ?

In RC7, I needed to adjust the gui to increase the size of the toolbars' text and icons to improve readability for tired old eyes.

Under File > Options > Appearance it was possible to adjust all except the footer toolbar.

Did I miss a setting somewhere?

Well ... you live and learn, don't you? That is the dialogue box to which I referred. Sorry, but I didn't realise that was the standard default Windows printing dialogue. I very seldom print anything on paper and have never printed from Scrivener, mainly because I am not a fan of Scrivener's formatt...
