I was seeing this on every project I open with Version: 2.9.9.11 Beta (1078454) 64-bit - 14 Oct 2020. Fixed it with the above instructions, but chiming in because I've never set any targets in any document ever.

I thought that I'd locked it by accident, but I was able to lock/unlock the binder and still couldn't move items.

Before posting this bug I tried rebooting an not running any other apps, problem continued.

This morning Win10 installed several updates requiring two reboots and now I can move items in the binder.
