I too save all my backups in the same cloud folder from all Macs, simply because if something happens my backups exist on three Macs, three Time Machines (residing in two geographically different locations) plus the cloud service.
And I use the time stamps as well.

Never had a glitch.

Tell us what you did instead of just blowing steam.
Did you put the complete project in a Dropbox folder and did you set iOS Scrivener up to look in that specific folder, and did you sync?

I know, but the poster has Mac + iOS, so the simple solution would be to import to the Mac and then save it to a shared Dropbox folder. ;)

I use ghe Agenda app. It initially only had iCloud sync and users were for Dropbox syncing.

Yes.
There is no background syncing. You have to tell iOS Scrivener to sync when you open the app and before you close it.

What happens if you click on the document after which you want the new document and hit Enter?
