Transparency isn't transparent

I'm not sure whether this is a bug or a feature request, but when I create a new note and select "transparent" as its background color, I'm really getting a filled background using the color that is used as the background color for the document. (I am selecting "transparent" by clicking "Fill Color:" in the inspector, then clicking the white box with a red diagonal line at the top left of the color selection grid.)

More importantly, when I import a PNG file with a transparent background, I am still winding up with a filled background using the document's background color.

I would like to be able to overlay one graphic with another one and take advantage of the second graphic's transparency, but can't currently figure out how to do this.
