Out of curiosity, if all you’re doing is storing URLs, why not use the Bookmarks feature? All you have to do is hit the Return key to load a bookmark in its default viewer. I don’t know though, it would be a bit odd having yet another preference that dictates how a thing works that Scrivener itself ...

Are you using version Apple sells? Could be an odd sandboxing problem if that’s the case. Try changing the formal title in File ▸ Compile... under the metadata tab on the right hand side of the overview screen. When you created the project that will have been set to the name of the file you saved to the disk, but it would not presume to change the title if you modify the name on the disk...

I would test with something a little more traditional than a “web app” running in a browser. Pages, TextEdit, even Scrivener itself would serve as a better test for seeing if Scrivener is correctly copying formatted text and you Mac is in general capable of pasting it. I’m not familiar with an error message like that on the Mac. I would open Console.app from /Applications/Utilities and see if there is anything more informative being printed there. I would first double-check that the upgrade went through successfully, with the  ▸ About This Mac menu command. If you’re definitely on 10.13, then reinstall Scrivener. It could be that for whatever reason it is stuck on that error.
